missing "manage visibility states" dialog box

So typically I work with monitors when at work with my laptop. We are working at home due to snowday.

Working with Dynamic Blocks, I am not seeing a way to rename/add/delete "visibility states". There is no dialog box that pops up to do so.

I click on "Manage Visibility States", but get nothing...click anywhere and I get "bonked" at!!

The dialog is appearing off screen. Press Alt+Space to get some options to appear, then M for Move. Now use the arrow keys to move the dialog on screen.
