How to scale with blue options

I've gone to edit the section tag block, but I can't figure out how to enlarge the tag. It gives me blue options, but I can't switch to any of them.

What do I need to do?

This is an annotative block. you can change its size by choosing an other scale factor. Usually it is for automatic size changing in the layout (automatically adapt to different scale factors of your viewports).

For more information about this read in the help about "annotative objects". That has nothing to do with dynamic blocks. 

If you manually want to change its size add a scale action in the block editor.
