How to rename dynamic block visibility state with command line?

My laptop suddenly doesn't show the visibility states dialogue box when I clicking "Visibility States" button in the Ribbon or use BVSTATE from the command line. I guess it is because I had the second display connected to my laptop a few days ago.

Is there a way to rename the visibility states in the command line? Command -BVSTATE seems only provide "New Set Delete" 3 options, no rename.

Have you tried moving the dialog box back onto your current screen
