How to constraint two concentric circles, with fixed distance between them?

Hello. My first post, I hope someone can help me out.

I'm trying to make a dynamic block, containing two concentric circles. 

First has a diameter of 10mm, the other 12mm.

What I need is: when I change the size of one of them, the other has to stay at the same distance of 2mm.

Regardless, you could fairly easily use constraints but I wouldn't use any constraints for this unless this is part of a larger block that for some reason requires constraints to work.  Here's how I would do it.

Turn off the grips for DISTANCE3 and DISTANCE4. Those grips are taking priority over the DISTANCE1 and DISTANCE2 grips. You do not need those grips since DISTANCE3 and DISTANCE4 are chained to the DISTANCE1 and DISTANCE2
