First of all: It's not a good practice to mix Dynamic Parameters and actions (here the Rotation Parameter and the Rotation action) with Paramteric Constraints (here the coincident constraint) in one block definition. You often will get unexpected results.
In your block you can delete the Rotation parameter and action and add a parametric Dcangular dimension instead.
In the >>video<< you can see how it works. But at some point it stops working. AutoCAD can not follow the chaotic movement of the chain links.
It would be very helpul to add more constraints to avoid the chaotic movement of the chain links.
>>Here<< you can see the difference what happens if you let AutoCAD do what it want to do (the first example, you will not know what will happen) and what you get after adding some suitable constraints to get a not randomly movement (second example).
Because I don't know what you finally need and want to achive I can not be more precise and detailed.
BTW: do you really want to work with such poor drawn geometry (as shown at the end of the first video)?
