Dynamic block with wipeout feature

I have a section marker with some dynamic features (rotate,flip) I recently added a wipeout feature to mask the background under the section mark. I have had some trouble controlling the wipeout. Sometimes it will mask the block itself. I've used the draworder to put the mask to the back of the block and tried to put the block above the wipeout. Any suggestions on getting the wipeout feature to work consistently?

Wipeouts and draworder will work consistently in MODEL space, but they will not work consistently or display correctly in BLOCK EDITOR or the TEST BLOCK window.  Set the draworder correctly in block editor using 'send to back' but ignore the appearance in block editor or the test window.  Actually insert the block into model space for testing.
