Dynamic block parameters can't be assigned to layers??

Is it true that dynamic block parameters (Distance, Lookups, etc...) CAN'T be assigned to different layers while in the block editor?  I tried it and they all went back to layer 0 when I closed the block editor and re-opened it.  ARRRGH!

Simple organization.  I have a lot of blocks that have at least 6 different attributes, and each attribute is on its own layer.  I added the ability to rotate and move each one with dynamic parameters, and it's really annoying that when the individual attribute layers are shut off, all the handles for the dynamic parameters still show.

@matthew_neesley did you ever find an answer to this?  I'd like my parameters to live on a layer that has something to do with the piece of equipment that the my blocks represent.  I know that Layer 0 is generally on, but it's a matter of OCD drawing cleanliness more than anything else for me.  My whole company has the most haphazard ways of creating blocks where they reuse layers for just about every block; literally not one person in my office uses layers.
