DB polar stretching with rotation parameters/actions

I am trying to develop a dynamic block of section-line. It has a polar stretch, a flip state, and a rotation parameter. The rotation parameter is intended to rotate the attribute in 90-degree increments relative to the angle of the "section line/cutting plane line".
For some reason, if you select the block and hover over the rotation parameter in its current state, the angle will read "0 degrees". BUT if you stretch the block up 1 unit, and hover over the rotation parameter, the angle now reads "18 degrees" and this changes as you keep stretching the cutting plane line.
I thought it had to do the base-type for the rotation-action. I also tried selecting a bunch of combinations of actions and parameters. All of my attempts have not produced the effect I'm trying to achieve.
In the block, I've drawn red lines. The left-side red lines are benchmarks for the stretch action. And the right-side red lines are benchmarks for the "number angle rotation parameter". (The lines would actually coincide if I had maximum precision set for my drawing units. But you can see they do coincide with the original location of the grip, as defined in the block editor.)
