I have attached the file ...

I have created a dynamic section cut block that rotates ...

the callout nearest (on it) to the rotation point remains horizontal whereas the other callout rotates with the angle of rotation ...

is it possible to fix the the other callout to the center of the other callout center ... and have it rotating in the negative rotation angle when the overall block is rotated?

Every attribute must have a unique tag. If you want them to display the same info then use a field but they will not work with dynamic actions with multiple attributes named the same thing. Here I show how to get your block working in the way you describe and then I show how to make what I would prefer if I were using the block. See screencast.

I got the Stretching and Rotating to work ...

But the links field are not working ....

You need to do a regen. Fields do not update automatically
