Block attribute size

I created some dynamic blocks for electrical symbols (lights, receptacles, etc.), and I made an annotative text style for the attributes so that regardless of rotation on the blocks, the attribute text always remained horizontal. When I insert the block into model space and assign a number to the attribute, it works fine. The text is 4 inches tall, just as I have designated into the block. However, when I insert the same block into the same drawing into model space but through an active viewport, the attribute text comes in 21 feet tall. Any ideas as to why this is happening?

the Attribute is annotative or the text style of the Attribute is annotative

an example I use is when creating blocks if it needs to take up physical space (Light Fixture) it is not an annotative block.

if it is purely symbolic (Receptacle)then it is an annotative block

the text style used for Attributes in a block should never be annotative for annotative blocks, but for Physical sized blocks it should be Annotative Attributes..

all annotative blocks should be created @ 1:1 as should all physical sized blocks (Full Scale)

the text size in annotative blocks would be something like NOT Annotative 1/8" or 3/32" depending on company standards

the text size in physical sized blocks would be Annotative 1/8" or 3/32""
