block attribute grips work in model space but not paper space

i have a dynamic block with 2 attribute definitions. the attributes are not attached to any of the parameters or actions of the block. the attributes are not locked. when the block is inserted in modelspace each attribute has a grip for moving the text. in paperspace only one attribute has grips for relocating the attribute text. i have other similar blocks which behave correctly in either space.

Post the block. We cannot check to see if we have the same problem or suggest a solution without the actual block to work with.

attached is the manway.dwg file. i placed the block in both model and paperspace. modelspace block attributes are each relocatable. in paperspace only one works.

I moved one of the Size attribute so its grip didn't coincide with the block's insertion point.  After running Attsync on the block in paperspace all was good.
