Hi, 
Can I using block properties table manage dimenisons that folow attributes nad visibility states?

Yes, if the distances are managed by the table, the attribute values can be written by the BP table to match the distances.

I am trying to do that dimensions (distance 1 and distance 2) match dimensions set in block properties table when I change visibility (which is set in Block properties table).

Ok, then you still need to fill in the cells of the table.  After that make the default values of the attributes match a row of the table.  You also have your two stretch actions associated with the base point of their respective linear parameters.  Because of that, when the table changes the length of the linear parameters, nothing happens to the block because the base point of the linear parameters remain stationary and the end points change... and because there are no actions associated with the end points, nothing happens.  See screencast.
