Place Layer Control on Objects' Properties dialogs

For example, if you go to Surface Properties, Information tab, there is a huge amount of open space for a Layer Control.

You would add this to Corridor Properties, Alignments, Profiles, ...

How many times have you been here on an object's properties dialog and then had to cancel so you could move the object to another layer, and then come back to the object's Properties. A Layer Control right below Render Material would suit me nicely.

I am seeing many places where access to layer properties through object properties would streamline our work greatly. 

When I pick a Surface, for example, and look at the Properties dialog, it lists the layer and I can choose another but I want to change the Layer's color, linetype, On/Off, etc. right from here. It makes sense. I'm already looking at Layer. It's natural to want to change the layer and not have to stop what I'm doing in order to call another dialog.
