eTrasmit to support "promote and explode" of Civil 3D objects

eTransmit is a great tools, but it is practically useless if you are a civil designer.  It can bind/insert xrefs but has no similar function for data shortcut / civil 3D objects.  A more powerful eTransmit that can promote and explode Civil 3D objects would make the eTransmit tool genuinely useful again.

Example below: eTransmitting a earthwork drawing, that contains drone survey data.  390MB zip?  How am I supposed to issue that to council/client?
