Infrastructure Parts Editor (IPE) is a different way to create pipe and pressure catalogs, but requires Inventor (not included with Infrastructure suites nor C3D) to make custom parts. Even then, IPE often fails to export pipe catalogs that can be used in C3D. Parts Builder is almost two decades old and Autodesk has refused to fix the known bugs with it in decades.
