I'm not sure if this has ever been submitted as an idea or why C3D does not already have something like this, but here goes!
Civil 3D should add a project manager palette similar to Revit or Plant 3D. The project manager would include all sheets, xrefs, related files, blocks, layer standards, style standards (could be project related not company related) and drawing properties located in one palette location for ease of access. This would eliminate the need for the sheet sets and xref managers. There would be no need to navigate to multiple files to load a new xref if detached. All xrefs located in the project folder will automatically appear in the manager when added.
