My understanding is that the overlay pdf "user experience" is much improved in Acad 2016 (and by definition Civil 3D) but it would be useful to be able to convert pdfs to native CAD objects for further manipulation using Civil 3D design tools.
This is achievable using 3rd party tools but would be slicker under via the CAD platform
