To add a keynote I use a block that has field in it. I use the field to get the contents of a text object e.g. a number. It is very inefficient as you need 3 objects: 1. a block like a circle with a field in it, 2. the same shape next to it, and 3. the text with a number inside of the shape. Do not get me wrong it is good since there are no other options and you can reorder it with the express tools. However, there should be some more functionality with the note label style to reduce the amount of steps it takes to re-order numbered keynotes. I could use dynamo with the civil3d package and the label package but that is just adding additional steps just to re-order keynotes dynamically.
