Despite troubleshooting from numerous similar threads, I'm still unable to come up with a fix for why xrefs are not lining up in my drawing. I'm lining up two separate xrefs with survey data and one of them inserted in the right spot and one inserted in the wrong spot despite it appearing as if everything is exactly the same between the three. They are close and at the same orientation, but still are not lined up.
The insertion points and scales and rotations are all the same. The units and zone are the same in the drawing settings. The UCS is set to world for both. The BASE and INSBASE are both set to 0,0,0. I have tried both having "scale objects inserted from other drawings" on and off, but don't think it would matter anyway as they're already the same scale. I want the red curb to line up with the yellow curb when inserted. Shifting it is possible to line it up in the drawing but would like to avoid doing that since it changes the coordinates.
What else is there left to try?
