Xref slightly shifted upon insertion

Despite troubleshooting from numerous similar threads, I'm still unable to come up with a fix for why xrefs are not lining up in my drawing. I'm lining up two separate xrefs with survey data and one of them inserted in the right spot and one inserted in the wrong spot despite it appearing as if everything is exactly the same between the three. They are close and at the same orientation, but still are not lined up. 

The insertion points and scales and rotations are all the same. The units and zone are the same in the drawing settings. The UCS is set to world for both. The BASE and INSBASE are both set to 0,0,0. I have tried both having "scale objects inserted from other drawings" on and off, but don't think it would matter anyway as they're already the same scale. I want the red curb to line up with the yellow curb when inserted. Shifting it is possible to line it up in the drawing but would like to avoid doing that since it changes the coordinates.

What else is there left to try?

Yes, all of the drawings are in survey feet.

Per the image above, the block units are different. One is feet, one is unitless. You need to change them in the source files prior to xrefing them in otherwise they will scale automatically. And yes, feet and survey feet are different also.

I would verify what insert units your current drawing is using and update the others to match.

I really thought this would do it, but I now have them all the same and they all shifted, but still don't lineup. I am adding three xrefs. Two lineup with the base file and the third does not so I am stumped. 

I've tried all different units too, feet, survey feet, unitless, and no matter what they just don't line up, so I am stumped. Here are the properties of the xref that isn't lining up, the xref units, the file units, and the settings for both. I see the precision is different in these screenshots, but the precision is the exact same as this xref for the xrefs that are lined up properly. It likely is another error on my part that I don't realize, but I feel I've tried every combination at this point.

Open the XREF that isn't lining up. Type _Base. Be sure this is 0,0.

Cross check the coordinates on identical points in each drawing.  If they are the same then you're back to square one. If they are different then your drawings are simply different and only you can figure out that puzzle. 

You can also insert points from the survey database into your other drawing and verify the survey points have the same coordinates.

This is out of left field, my posts usually are, but are you in plan view with UCS set to world?

Type "UCS" return, return. Then type "Plan" return, return.  You could be looking at this from not exactly a straight down view? If it works, great, if not, keep checking export units vs insert or import units.
