The plotted PDF prints fine from my coworkers computers with the same setting.

I've tried playing around with layer transparency and unchecking/checking plot transparency in the plot window, plot to print is on for the wipeout, display order, wipeout in paper space vs model space, Lines- overwrite to Lines merge in Plot Settings, wipeoutframe 0 and 2, wipeout changed to true color white, changed file type in adobe. Lastly, I don't want to switch workflow to use background hatch instead of wipeout as an option.

Are you sure it is the same setting?  Just because the Pc3 file is named the same, doesnt mean it is the same, unless you are both pulling from a single location.  What pc3 file are you using for plotting?
