Somethings Overriding Point/Label Styles

I created point styles, label styles, description keys and layers, and things seemed to be moving in the right direction.

Today, I created figure styles, a figure prefix database and linework code sets.

A handful of points come in properly.

Instead of coming in with a point number and description label, the rest of them just come in as X markers.

Can anyone tell me what I might have done to override my point and label styles.

OK so they reason for the X only is because of the default setting of the _All Points group does not have a label style assigned to it.
