Setting Layers in a Viewport from a Template to Carry Over Into Drawing

Title is a bit confusing but essentially, I am trying to create different layout templates for sewer, water, and stormwater plan and profile sheets.  I would like to be able to freeze specific layers in each viewport then have those freezes and plot styles carry over when creating the sheets from View Frame Group.  An example would be have the sewer and water plot at 60% saturation in a stormwater plan view and have this setup in the layout template.  So far, none of the changes made to layers in the viewports on the templates have carried over into the drawings.  I have also tried bringing the layouts directly into the drawing and them when creating my View Frame Groups.  I have a feeling this is not possible but if anyone has any advice it would be greatly appreciated.

 I was just able to confirm that freezing layers in the viewport in the sheet template does not carry over to the sheets when they are created. I find this odd and counter intuitive.

 

The best option I can think of is to save a layer state in the template for that viewport and then import that layer state into each viewport in your production sheets.

If you're planning to import and restore layer states in future drawings, create a few buttons in your tool palettes for each layer state to simplify the process.

 

-LAYER
STATE
IMPORT
"LAYERSTATE FULL FILE PATH AND FILE NAME"
RESTORE

Will importing the layer states affect the layers in the current drawing?  The template does not include all layers that get created in the production drawing such as individual alignment layers and I want to make sure the import won't erase them.

When I do this import, is it able to only affect the current viewport, or will it affect the entire drawing?

If you right-click on a Layout tab, one of the options you have is From Template...  This will import a layout from another drawing, but I haven't had 100% success with layers using this method.

When you import, any layers that are in the layer state will be set to match the layer state. Layers that aren't in the layer state have two options: 1) they will be left alone or 2) they will be turned off.

Additionally (as you can see in that last image just below the setting that the arrow is pointing to), if you are in a viewport, you can restore the layers as viewport overrides, thus not affecting the rest of your drawing.
