Record Drawings Data References Nightmare

Our current workflow usually involves what we call a Master Drawing that contains Grading, and Storm Drain networks, a Utility drawing that contains the remaining utilities, and another drawing dedicated to site linework.  The whole thing is tied together with a series of x refrences and data references  This proven to be effective at allowing more than one person to work on a project at a time, but it's a nightmare if we want to create a single record Drawing.

I was wondering if anybody had any advice to improve our workflow, especially regarding Record Drawings.

Depends on what you are looking for as a "single record drawing". Is this a single base drawing file with several deliverable/plotting drawings? Is this a single base/deliverables drawing? Can you clarify?

For creating a single file to give to a jurisdiction for input into their GIS system.

That and just a general work flow for beginning with the end in mind for creating Record Drawings.  A term I have come to dread over the last 25 years.  There has never been a clean way to do this and Civil 3D just complicates it even more with objects, data referencing, etc.
