If we XREF a pressure network and add a pipe spanning label, the drawing will give an error next time it is saved. Then when you re-open it, the length just says 0. Is this a known bug?

Labeling civil objects through an XREF has had issues since at least C3D 2012. We just stopped doing it because of all of the issues. Just use a DREF of the pipe network(s) in the drawing and label those. You won't have labels disappearing or corrupting the drawing that way.

We've had about 50 engineers labelling through XREFs on gravity networks on thousands of projects and haven't had any issues for about 7 years.

Then you've been extremely lucky. We had dozens of projects not work correctly and even had Autodesk Support itself say to not use the labeling thru an XREF feature as it can corrupt drawings.

We had issues with Civil 3D 2014, but not after that. It's been our standard for a long time now and has worked perfectly (and we do a lot of big projects with hundreds of pipes).  Data shortcuts are an annoying workaround because if you change a structure style, it doesn't reflect through to any plan sheets.
