PDF Underlay Does Not Scale Properly In Different Computers

I have this set of 5 dwg files with about 20+ layouts each.  IN their infinite wisdom, the parson that created the files used a pdf as a title sheet for all the layouts.

The files were made with an earlier version of Civil 3D (unknown) and we are working with C3D 2024.  All of the users that opened the files to verify we got what we needed did not see any issues with the files, but on one computer , the one that the person working on them is going to use we have the following issue.

The layout is scaled very small, it only covers the lower left corner (see image 002.)  On all other computers it shows like it was intended to show (see image 001).  User proceeds to scale to the correct size the pdf title sheet and saves the file, now all of the other computers see the file scaled way bigger than it was the first time.  (See image 003)

Is there a setting somewhere in C3D that we can check all instances of C3D work the same in all computers and display the PDF underlay the same way???

If I'm reading this right. The xref border in the sheets were scaled to the right size. Then the actual border was scaled up and now the border in sheets are large?

On that one computer the title sheet (x-ref border) shows as a small box on the bottom left.  Using that same computer the title sheet was scaled up to fit correctly and looks correct.  But now on all other computers it shows scaled up and way toooooo large.

I was having the same issue in my office. My machine displayed the PDFs properly scaled and clipped, whereas at least two other machines show the PDFs scaled up. When clipped, the PDFs show up blank since the clipping boundary ends up being on the lower left corner of the PDF. I decided to check our versions/builds to make sure they were the same.

Both of our Product versions match (13.5.1510.0 Civil 3D 2023.3.2 Update), however our "Built on" versions differ.

My machine has T.192.0.0 AutoCAD 2023.1.5

My colleague has T.181.0.0 AutoCAD 2023.1.4

After updating my colleague's machine to match my version, the PDFs behaved as they should.

OP, I recommend checking your Version & Built on, and ensure that they are the same across all machines.
