Modeling Custom Sewer Structures

I am following  Exercise 2: Defining the Vault Top Section Geometry.

I am trying to add the extrusion.

I right click modifiers and is asks to "select profile". According to the Exercise, I am supposed to see a "Modifiers Dialogue." Does not come up. No modeling dialogue appears.

I have repeated the exercise steps several times and when I right click "Modifiers'" it asks me to "Select Profile"

What gives?  It is a canned exercise.

From the exercise. Liar liar pants on fire.  It does not happen. All I get is "select profile."

You must select RIM, right click, add a profile, select outside rectangle to define profile. Then  selct profile and the dialogue comes up.
