Model Space Scaling is Off 1"=1' Instead of 1" = 1"

I just started recently using civil 3d and I noticed that the model space scaling is not right.  It is 1" = 1' instead of 1" = 1" (not annotation scale).

 

I have imported points and created a assembly, topo, and corridor that are on top the geolocation map that are all to scale to each other, but anything that I draw (line tools, distance tool, dimension tools) that is not auto generated or auto placed by the civil 3d is not to the same scale within the model.

 

The map is not an attachment and can not be scaled to a different size due to the location tool.

I have not done anything in paper space at this time.

 

Does anyone know how to fix this? (the 9'8" building is close 120')

The lines you are drawing, 1 unit, is one unit long, it's how you measure it.  In Architectural scale a one unit line is measured as one inch using the " suffix, the same line measured in the default Civil 3d units is measured as 1' using the ' suffix.  

Get used to using 1 foot in civil 3d and decimal foot measurement. where 1 inch is 0.08 feet, about 1/8".

With out the actual drawing I am guessing you have a architectural scale set for the drawing scale so that a building scaling 9'8" actual measurement would be 116.04 feet (9.67/12). Do units and set the length type to decimal, edit the current dimension style to report decimal units i suspect one or both of those are set to architectural units. In the status bar find the 'annotation scale of the current view' pick custom and find the 1" = x' scale the has 1 paper inch = 1 drawing foot and set as current. Or if you want your drawing to look more like you want to print, find the scale with the proper number if feet. Finally, in the prospector settings tab, right click the drawings name and pick edit drawing settings. On the unit and zone tab set your local coordinate zone as one with feet. If not setting the zone make usre the drawing units is set to feet. You can also set the overall drawing scale here.

Setting the units to decimal gives me the right number display, but not in the format that I like.  The 1" = x' and the prospector setting scales are both the annotation scale and not the model scale.

 

Is there a way to set that one unit=1ft instead of 12ft?

 

decimal & engineering units(62.15*12=744.15[minus rounding])
