Labels in the layout are enormous and none scale works

My problem is well represented in the video, I'm having a serious problem with these annotative scales in Civil 3D, I don't know why the text always ends up being large, regardless of the scale I set, I just don't understand it. Supposedly I should just adjust the scale and one of them would work, I don't know if it's the page setup manager scale, if it's the label size, if it's some active setting, can someone help me?

Civil 3d labels scale to the height needed to plot them at the text height size set in the label style. If a label style says the text height is 2.5mm then the labels will scale so that they appear 2.5mm high on the paper.

What you are seeing when before you plot is the labels before they are regenerated, giving you the impression they are going to plot small.

When the plot preview occurs, the drawing is regenerated so that objects are refreshed and their actual size shown.

It is best to work out your viewport scale first then set that scale in model space so that you can see how the labels will look when plotted.

In your example, you had the viewport scale at 1:7500  (the 1000/7500) and your model space was set to 1:1000.

This means that your labels are scale by 7.5 times relative to the model space geometry, so that they appear at the height set in the style relative to paperspace.

If you want to plot the labels smaller, you need to copy you label style and modify the text height.
