I know I can use the option to use transparecy when plotting. But how can i do it when I export sheets to dwf? Even if I put a 90 transparecy in the xref layers or use XDWFADE to the maximum, the dwf file ends up with all the layers turned in their maximum.

PLOT command (to DWF) has a check box for transparency not easily found in "export", give it a try.

When I export to DWF this is the window I get. I can't find anything related to the transparency.

PLOT, never EXPORT, see the first sentence in your first post, you state you know how to do it.
