I have forgotten the command that we use to bring up the dialogue box to alter / change the default layers in Civil 3D operations. Not the 'Settings' in the tool space.
Screen shot attached. If "0" is the default, what is the command to change this for every new drawing, without having to click the layer button next to it constantly?

Command DRAWINGSETTINGS, tab Object Layers:
It is saved in the drawing, so saving it as a template, it will be applied in new drawings based on this template.
Set the current layer in your dwt file

You can also modify that on the Settings tab under the command settings for Alignments
