The objects you mentioned are plain Autocad objects, not Civil 3D objects. That said, you should be able to convert them by either Saving to DGN from Autocad or by opening in Microstation and save as to DGN. I would choose the latter if it is an option.
Update: You mentioned Structures. Do you mean pipe structures? That is a different story. If so, you would first want to use the Export to Autocad tool to convert them to plain Autocad objects in a new dwg. From there you can convert to DGN and they will come in as dumb 3D objects. This will apply to all C3D objects.

I should mention another option you have. Microstation supports Autocad Object Enablers. Thus if you install the Object enabler for Civil 3D in Microstation, you could open the C3D dwgs intact and then explode the C3D objects in Microstation to convert them to native 3D objects, then save to DGN.
I have no experience with that workflow so I don't know if it would be better or worse than using the Export to Autocad tool in Autocad.
