Drag State Leader doesn't show in paperspace

I have a problem with my profileview band.

The dragged state of the bandlabels doesn't show in paperspace.

Can someone help me with the problem.

Hop into the viewport in paperspace and do the dragging of the label there.  Apparently the dragging is view specific. 

I've never come across another label in civil 3d that does this.

The profileview edit in the viewport doesn't work, because its a reference drawing.

Probably it is a systemvariable setting, i don't know.
