COGO points not displaying in a layout viewport

Problem:  COGO points are not displaying in a layout viewport.

Background:

I have to return to the field to re-shoot topo for areas that the contractor re-worked for grading.  I went to my drawing to prepare a field worksheet to display where my control points are.  I verified my control points are isolated in a Point Group called "Control."  I moved "Control" to the top of my Point Groups list.  Directly below my "Control" point group is my "_No_Display" point group.  I updated my point groups.  No control points appeared in the viewport.  I ran "refreshall."  Still nothing.

In modelspace I verified the three control points are the only points displayed.  They were.  I went to a different layout, activiated  a different viewport and verified the control points were displayed.  They were.  I moved _No_Display to the bottom of the Point Group list and updated / refreshed.  All points displayed in this viewport.  I moved _No_Display back to the 2nd position, just below the Control point group.  All points disappeared in the viewport except for the Control point group points.  I verified the annotation scale for this viewport matches the annotation scale for the recalcitrant viewport.

In the broken layout / viewport, I inspected all layers and verified none of the point layers (point layer, point symbol layer, point text layer) were frozen.  I toggled on/off all point layers (different types of points, point symbol layer, point text layer).  No change.

I ran "audit" on the drawing.  If memory serves, it found two problems.  Saved drawing.  Refreshed layout / viewport.  Still the control points -- actually, no points at all -- display in this viewport.

This is pretty basic funcionality... What am I doing wrong?  What am I missing?  What can I try or check?  Why won't my control points (or any points) display correctly in this viewport?  Or have I discovered another "feature" of this software?

TIA.

Did you check the Overrides Tab of your Control Point Group?

Yes, I was all over the Override tabs in various point groups.

Now you are going to laugh as I try to remove the egg from my face.  Key word here:  "viewport."   Rule #1 of viewports... know where in model space you are viewing.  In this particular case, I had shot new field work for the topo portion of this grading certificate.  But I was marrying it to an older survey .dwg I had been sent.  The coordinate systems were different.  So what I did was draw everything up using my field work, get my line work all done, create my surface, contour lines etc.  Then I copied / translated / rotated all my line work and surface to the "old" survey which was elsewhere in model space.  (I used the outline of the structure that was identical in both surveys to calculate the translation / rotation using a Helmert list routine that has been posted here on this forum.)

So the viewport in question that was "misbehaving" was looking into model space where the "finished" drawing was located, but not where all the COGO points were.  Duh.

(I rarely do work like in this manner, so I did not recall having done it.)
