COGO Point Symbol Hierarchy

Howdy! I'm having issues understanding how to control my point symbology. Specifically, I'm trying to change the color of a point style. 

 

When selecting the COGO point and attempting to change the true color, nothing happens. When I edit the point style to a different color, nothing happens. 

 

Can anyone help me understand the hierarchy of how point styles get manipulated? It seems like there are many ways to do it, but none of them seem to override the current color.

Attached is a guide. I generally run with everything on layer 0, there are a few exceptions.
