I have received a pipe network utility drawing from a subcontractor however, I haven't received the pipe catalogue which they have used in the project.
I need to add and modify the structures/pipe so, is there a way out to extract the pipe catalogue from the drawing itself without requesting it from them.
when I try to add/modify a new pipe/structure it displays the below error.
Kindly assist.

PARTCATALOGREGEN may be what you are looking for though research it a bit before you try it so you don't overwrite anything critical.

I believe partcatalogregen works if we have used the default catalogue given by Autodesk however, the one that is used in the project is created specifically for the project meeting the local standards.
So, do I need to request the catalogue from the designer or is there a way I can extract or create a catalog from the pipe and structure used in the current civil 3D project file?

This is probably not the answer you want to here, but there is no way you can generate a catalog from a pipe network! You have to request the catalog folder containing all the pipe and structure models used in the associated parts list in your file.
