CANNOT ADD CONTOUR LINES TO THE SURFACE
Your contour lines are AEC Contours from LDD (Land Desktop), If you don't have the original DTM file, TIN Lines or 3D Faces from the original file then I can't think of a way to explode them without having LDD installed. You could trace over the contours with a 3D polyline at the prescribed elevation of the contour which could then be added to the surface in C3D.

Thanks for posting your drawing.
In addition to excellent advice from Rick @Anonymous, those contour lines don't even have elevations, which is really strange, so you can't add them to your surface as contours.
Basically, you haven't defined your surface yet.

Doesn't look like it's possible. You'll probably have to trace over them with 2D polylines at the correct elevation.
