Existing EOP is rough and undulating..
It's still not going to make or break, any calculation, there are standards for estimating and design that even include fluff. The +/- effect. Maybe at a hundred mile, you see something but it's all built-in.

Are you physically there watching the survey field crew do the job? Is every shot from the GPS unit, on the money, and they sat on it for 10-15 minutes (I guarantee not, and GPS data is not that accurate). Was ever shot from a Total Station taken at less than 700' from a control point that is dead on the money to get the level of accuracy your requesting, and did the guy behind the instrument center the cross hairs exactly in the middle of the glass/on prism line or better yet did the robot do it correctly and was equipment calibrated correctly. There are just to many variables, and the equipment is not capable of the task your suggesting even on a good day. Then you throw in the OH!!!! I totally believe this ABSOLUTELY BS surface model that I'm going to rely on a computer generated calculation, that's it is TRUE.
EDIT: I've only seen a few things get the accuracy your requesting, there a milling machine for mechanical parts and a lathe. But we are building rocket ships to Mars.
