Blue flickering circle on cursor and crashing with a language pack error.

We have a user that is often presented with a flickering blue circle on the cursor when using AutoCAD 2020, picture attached. It resembles a Windows wait circle as if it is waiting for or looking for something. He has also been seeing frequent crashing with an error referring to a language pack. This is a 2 week old install. Service packs are installed up to "C3D_2020_5_3_Update". We have ensured hardware acceleration is turned on and that AutoCAD is using the NVidia graphics card. We have also updated the display adapter and tried a repair on AutoCAD.
Do you have any idea's why we might be seeing this?

Is this over a Remote or VPN connection?

It seems like a few versions ago we had this problem and switching to "Master View" on the Settings tab in Toolspace stopped the flickering cursor.
