Annotative property of points not updating in xref

I have xref'ed in a topo drawing with lost of cogo points. These points will not update their size based on the current drawing scale. They stay at the scale they were save at in the original drawing. Can anyone please help me figure out what is going on? 

Here are two images showing the points looking the same at two different scales. I regenerated after the scale change.

Are the points in the xref Civil 3D point objects with Civil 3D labels and styles?

Not knowing what version you are using I would check the annotation scale of the new drawing.

Toolspace>Properties>Misc> 

Is the ;listing for "annotation scale" listed as 1:1. Change to a different scale and see if the point text changes size.

Also check the Annotation Icons in the bottom right of the screen and see if that are on or off.

Civil 3D objects and labels only react to the model space drawing scale or viewport scale and pay no attention to annotation scale settings.

Yes. The points Civil 3d points with Civil 3d labels. The text is set .1  However they only appear as their last save state.

I am using 2020 and the anno buttons are shown in the pics provided.

I replicated this in 2020 and in 2015, so, it appears to be just the way it works in model space.  Point labels resize in the source drawing when the scale changes but not when they're xreffed into another drawing.  However, changing the scale in the source drawings, saving, and then reloading the xref will update the point display to the scale change in the source drawing.

A viewport in paperspace works as expected in the source drawing or in the drawing they're xreffed into. Changing the scale of the viewport causes the labels to resize accordingly.
