Import a design study from Autodesk CFD 2000 fails

I'm trying to help one of our faculty get past an error. When they try to import a design study or file into CFD 2019 there are two choices, "Copy and import" and "Convert and import". No matter which they choose, it throws the error "The process of creating a backup copy of the design study file failed." It then says "The Design Study cannot be opened."

I've checked and there is plenty of disk space on the local drive, closed all other programs, and tried under an admin account as well as the user account. Any idea what could be going wrong?
