Couette Flow Rotating region/Angular Motion closed loop volume

Ive posted this before but its not generating a response
Realy keen to replicate a Taylor Couette Flow of fluid adjacent to a rotating plate
Firstly is this something the software should handle as i see a lot of good models coming out of Ansys (see screengrab)?
In CFD i've tried everything i can think using both a rotating region or angular motion to model the rotation of the plate. The guides suggest Rotating region is the one i should be using but i'm not getting much useable out of either.
I know I am supposed to get a uniform velocity gradient from the plate thru the fluid to a boundary condition but no matter how long i run the fluid the momentum just doesn't appreciably diffuse into the fluid body.
Attach is the CFZ's (zipped as upload doesn't seem to accept cfz's ??) of both the Angular motion attempt and the Rotating region attempt . Can someone please please have a look and tell me what i am doing wrong ?
