On Checklists that require multiple signature, subcontractors and the like should be able to add their signatures to Checklists, without having the Checklist assigned to them. For example, I have a sub that works offsite and he is unable to sign Checklists unless I give him Folder Control access to Checklists and that is not ideal for our workflow.
