Start (Select) Checklist Template without internet connection

As things come up on site, we should be able to start a checklist from a template on-the-fly without needing to create and assign it while online.  Currently, it's disruptive to have to leave to a WiFi area, start the checklist and then return to the incident site.  Basically, the way Classic Field worked was to sync necessary templates to the iPad then start them as needed without WiFi/data.  That approach worked great.
