Replace reviewer during an already started workflow folder location

So, we created a 2-step-group-approval workflow in which 3 teamleaders are added as reviewers.

Once started, one of the teamleaders must have the possibility to release his review task and forward it to one of his own teammembers (person A). 

Person A gets an email and opens the workflow and Starts the workflow (and assigns the review task to himself by doing this)....

This functionality only works when Person A has Project admin rights. That must not be the case...
