Improve ability to control permissions within Design Collaboration

Enable the BIM 360 Docs Project Admin to control permissions within the individual subfolders that fall under the "Shared" folder without users losing the ability to create, share, & consume packages in Design Collaboration.

Design Collaboration only allows users to create packages, share, & consume if they have "view + download" access to the "Shared" folder and therefore by extension, the same "view + download" permission inherited to all of the subfolders under "Shared". You therefore cannot control permissions on a folder by folder basis under the "Shared" folder. If you try, users lose all create, share, and consume permissions.

Companies want to utilize Design Collaboration between themselves and subcontractors while still being able to restrict sharing between subcontractors. In the example below "Company ABC" needs to restrict subcontractor permissions based on NDA's. While "Company ABC" has NDA's with subcontractors regarding any advanced parametric families built into their various subcontractor Revit models, the various subcontractors do not always have NDA's with each other. Various attempts to solve this issue are discussed in the second picture below.
