Disable Library notifications for members that have no library permissions
Request sent to Technical Support from JJ Rhatigan.
Currently, a member that does not have any permissions to see the Library can still opt-in to receive notifications and still can get to see the name of the files.
This should be improved, so that members without no permission to see the Library will not get those notifications in the future.
