Assign New Clashes to Existing Issues.

Users should be able to assign new or existing clashes to an existing issue. This happens every day when you are working through a model and either have new model information or some additional clashes you would like to add to an existing issue. Likewise it would be nice to remove or reassign clashes to a new issue in the instance you would like to break up an issue into separate scopes to be tracked.

To further illustrate the problem ...

If you have a duct clashing a pipe, the duct could have insulation and the pipe could have insulation.  With the current ACC capabilities, you can select the duct (which actually selects the insulation layer) and the clashes with the pipe and pipe insulation will automatically select.  You send all those clashes to an issue.  Then you see that the sheet metal of the duct is still showing clashing because it was not selected; you cannot select the sheet metal through the insulation.  At this point, all you can do is make a second issue as there is no way to tell the system that these clashes should be added to the issue you just made.  Now we have 2 issues that are essentially the same thing.

In the old Navisworks clash detection process, there was the ability to do "inclusive" clashing or doing a "box" select to select everything touched by or enclosed by the bounding box; neither of these are options in ACC currently.
