1) Isn’t the purpose of Autodesk Access to ensure that users no longer need to access manage.Autodesk?

1) Nope: Access is a convenience not a replacement: think waiter vs self-serve in a restaurant.
2) that's for you locally to resolve, Autodesk is not able to contradict strict IT requirements.
3) See the last portion of your first sentence. Alternates include your IT folks (and a CAD Manager who does that "managing" portion of their title) actively participating and pushing updates to users overnight/after hours so your users never have to worry about anything other than getting their tasks done.
