Separation of Bolt Set with options of using a washer or not

I made individual components for my stud, nuts, and washer bolt set's. I got them to separate on the iso. Know the only thing that I’m having a problem figuring out is how to only put the washers on the carbon steel flanges. I would also like to have a option of not using them on the carbon steel flange sets as well. I tried to make a connection joint and use the compatible standard as a way to do this, but I didn’t have any luck. Is this possible to do?

<I don't know if this will solve it...>

1,Create two patterns of bolt sets. (With and without washers)

2,Create an END CODE specifically for carbon flanges.

3,Assign the above END CODE to the flange or valve to which you want to attach the washer.

Then, try applying the video below.

It's in Japanese so please watch with English subtitles.
